Our community elects five Board members who serve four-year terms. The Board members are responsible for the overall operation of the school district. Among its duties, the Board adopts an annual budget, approves all expenditures, establishes policies and regulations, authorizes employment of all personnel, approves curriculum and textbooks, and appoints the Superintendent.

Regular meetings of the Board are normally held at 6:00 p.m. on the second and fourth Wednesdays of each month in the Board Room of the District Administration Center, 1500 N Avenue. All Regular Board meetings are open to the public.

Meet Our Board Members

Ms. Avalos was first elected to the Governing Board in November 2008. In her ninth year as a Board member, Ms. Avalos is an incumbent California School Board's Association Delegate and serving her sixth year in this role. She is currently completing Masters in Governance for the second time, is a member of the National Association for Latino Elected Officials, and a resolute believer in neighborhood schools. Ms. Avalos is a lifetime resident and active member of the National City Community. Her present term expires in December 2020.

Ms. Betancourt-Castañeda was first elected to the Governing Board in November 2014. Currently serving as Board President, Ms. Betancourt-Castañeda is a dedicated parent in the District and local youth advocate. She is also a graduate of Masters in Governance, an involved member of the National Association for Latino Elected Officials, and is passionate about quality parent engagement. Ms. Betancourt-Castañeda is a lifetime resident and active member of the National City Community. Her present term expires in December 2018.

Mr. Clapper was first elected to the Governing Board in November 2012. He is an incumbent California School Board's Association Delegate and a strong family and community supporter. He is a Masters in Governance graduate, a member of the National Association for Latino Elected Officials, and promotes health, wellness and technology experiences for students. Mr. Clapper is a lifetime resident and an active member of the National City Community. His present term expires in December 2020.

Ms. Dalla was first elected to the Governing Board in November 2014. She worked for the District for 25 years, and now serves our children in the role of immediate past presdient of the Board. She is a graduate of Masters in Governance, an engaged member of the National Association for Latino Elected Officials, and believes strongly in ensuring staff excellence. Ms. Dalla is an active member of the National City Community. Her present term expires in December 2018.

Ms. Sarmiento was first elected to the Governing Board in November 1992 and strongly supports expanded learning opportunities for all students. Currently serving as Board Clerk, Ms. Sarmiento is a graduate of Masters in Governance. She has served on the Board of Directors of the National City Chamber of Commerce, National City Boys and Girls Club, South Bay YMCA, and the American Cancer Society. She is Past-President of Paradise Valley Hospital's Partners for Prevention Coalition and Executive Director of the Sweetwater Alumni Association. She is the recipient of the Key to the City from the Mayor and City Council for her work with the youth and community of National City, the Congressional Citizen of the Month Award, as well as the Optimist Club Volunteer of the Year Award. Ms. Sarmiento is a lifetime resident and an active member of the National City Community. Her present term expires in December 2018.
